For the purposes of the UK General Data Protection Regulation (UK GDPR), the ‘controller’ of the personal data you provide is West Yorkshire Combined Authority (‘the Combined Authority’, ‘we’, ‘us’). The following partner organisations will also act as ‘controllers’ for this data: City of Bradford Metropolitan District Council, Kirklees Council, Leeds City Council, Wakefield Council. The Department for Work & Pensions (DWP) are the funder of the Connect To Work scheme and will also act as a data ‘controller’.
Your local council will process personal data to deliver the Connect To Work scheme and fulfil their reporting obligations to the Combined Authority. Please note this will include reporting on your destination and you or your employer, education or training provider may be contacted to confirm this.
Your council may choose to appoint delivery partners to act on their behalf. When your personal data is processed by such partners, as a ‘data processor’, the partners must follow the council’s instructions and not use your personal data in other ways.
The Combined Authority will process your personal data to:
· Monitor and audit the scheme. This will be in line with the requirements set out by DWP, as the funder of the Connect To Work programme.
· Facilitate eligibility checks. Applicants must meet the programme’s eligibility criteria and DWP carry out checks to confirm this. The Combined Authority will collect the necessary data from your council and transfer it to DWP for this purpose. DWP will then send the outcome to your council, via the Combined Authority.
· Evaluate the impact, effectiveness and value for money of the scheme. We may choose to contract a third-party evaluator and if so, your personal data will be disclosed to the evaluator for this purpose. DWP will also conduct an evaluation, which will involve processing personal data they receive from the Combined Authority. Please see DWP’s privacy notice for more information on how they process personal data.
· Carry out promotional activities (optional). You may be given the opportunity to participate in promotional activity, such as sharing your story in a case study, and this may be developed by a specialist provider contracted by the Combined Authority. This would only be with your consent and more privacy information will be provided in due course.
We will retain your information for monitoring, audit, eligibility and evaluation purposes until the conclusion of the project delivery and evaluation. This is in accordance with our information governance policies and grant funding requirements. On the expiration of such period, we will safely delete the information.
Information provided for these purposes will be processed under Article 6(1)(e) of the UK GDPR which states that processing is necessary for the purposes of a task carried out in the public interest or in the exercise of official authority vested in the controller.
As a data subject you have a number of rights under the UK GDPR. These include the right to access the information which we hold about you. In some cases you may have a right to have your personal data rectified, erased or restricted, and to object to certain use of your data.
This would not affect the legality of what we do with your personal data before you make such a request and would not stop us from continuing to use your data to the extent that we do not require your consent. It would stop us from further using data for purposes which require your consent (e.g. marketing).
